Try and get some type of remote desktop prog or just configure the pc's to share files. You need to establish some sort of network connection between the two pc's.

the program teamviewer must be running for you to start a connection. you can shut down the computer from it, but you cant turn on any computer with a program unless you do a network boot (google it i cant explain it out of my head) basically all your doing is sending a ping to your computer to wake it up using the network (ethernet has to be plugged in) thats the only way i can think of for turning it ON. however if you get someone to just turn on the computer, teamviewer can start up everytime windows starts. if you go with teamviewer be sure to set a custom password or its going to change everytime you disconnect.

Log me in is the best program......you can access any computer you install the program on.....from any computer with an internet connection. The computer does have to stay on like a server does. Your other option would be set up a shared drive on your desktop and access the drive through your laptop. However, you still have to keep your desktop on for that as well.

Trigg funny thing, on my log me in, some of the computers listed have an option to Turn on PC even though its off. However, when you press that option, your waiting hours. I think its more of if your pc is on standby mode.
