Downloading Problems

I cannot download anything on my laptop. For example, if I open a download link form this site and click download on the page I get the loading icon (I use google chrome) and the download never begins. I tested a download that didn't work on my phone and it downloaded as normal so I am assuming its a problem with my computer. I also tried using internet explorer with no results.

Any idea on what I should do?

 

Is there a certain file sharing site this happens with ? Or does it happen with all the sites you have tried?

 

It happens on batshare and sendspace, I haven't tried others as of yet.
